CNN —Palestinian Authority Prime Minister Mohammed Shtayyeh and his government have submitted their resignations, he announced Monday. The resignation comes as the Palestinian Authority (PA), which is seen as corrupt, comes under intense pressure from the United States to reform and improve its governance in the Israeli-occupied West Bank. The PA was set up in the mid-1990s as a temporary government pending Palestinian independence after the Palestine Liberation Organization signed the Oslo Accords with Israel. It is headquarters in the occupied West Bank city of Ramallah and exercises nominal self-rule in parts of the territory. Funding to the Palestinian Authority, the body which exercises limited governance in the occupied West Bank, has been severely restricted by the months-long dispute over transferring tax revenues Israel collects on behalf of the Palestinians. Although Gaza is controlled by Hamas, the Palestinian Authority continues to fund essential areas of the blockaded enclave's budget including paying the salaries of health workers. The dispute over the Palestinian Authority budget coincides with a separate dispute over funding to UNWRA, the United Nations agency which pays for emergency relief for Palestinians. Much of the UNWRA budget has been cut off since Israel accused 12 of the agency's 13,000 Gaza workers of involvement in the Oct. 7 attack.

The killings underscore the reality that evacuation zones and warning alerts from the Israeli military haven’t guaranteed safety for civilians in the densely populated Gaza Strip, where Palestinians have no safe place to escape Israeli bombs. In the early hours on Friday, Aaed Al-Ajrami and his nephew, Raji, received a phone call from an Israeli military official – warning him to get everyone he knows and head southwards immediately, the nephew told CNN. Despite following the instructions and successfully fleeing south of the evacuation zone, Aaed’s family was killed by an Israeli airstrike the next day. The next day, an Israeli airstrike in the area destroyed parts of the building where Aaed’s family sought refuge – killing him and 12 other members of his family, including seven children. “You can follow the orders so that you aren’t exposed to danger, but the danger will still reach you wherever you are.”CNN has reached out to the IDF for comment about the airstrike outside of the evacuation zone, including Deir Al Balah.
